Abstract
Careful observation and discussion with staff at the City of Rochester Recreation and Youth Services has discovered that Leadership Development does not exist. 1bis paper outlines the need for, and the intended benefit of leadership development in that department. It also outlines the development and delivery structure of the leadership training for staff in that departmentt.
